The Madison City Commission will discuss enacting new municipal laws that would require the registration of all purebred or mixed-breed pit bull dogs, whether they already live within city limits or arrive in the future. On Monday at 5:30 p.m., the commissioners will discuss the registration of new pit bull dogs within 10 days and of existing pit bulls within 30 days of the proposed ordinance's passage. The commission meeting will be held in City Hall. The proposed ordinance includes requirements that pit bulls remain securely confined either indoors, in a locked pen or kennel, or within a fenced area. The dog owners will need to erect signs announcing the presence of a pit bull on their property and obtain $250,000 in liability insurance against any injuries or deaths that the dogs could cause. They will also need to provide city officials with color photographs showing the color and size of any pit bulls. The commissioners will also review an ordinance regulating boxing, kickboxing and martial arts events. In other business, the commissioners will consider: -- Accepting a letter of resignation from Madison Fire Chief Jerry Johnson. -- Acknowledging a letter from the S.D. Department of Environment and Natural Resources regarding acceptable limits of inorganic chemicals at the municipal water treatment plant. -- Accepting an agreement with Custom Touch Homes and the Lake Area Improvement Corporation regarding sales tax rebates. -- Appointing Jerae Wire and Mike Miller to the municipal Parks Board. -- Authorizing the mayor to sign change orders for the Harth Ave. reconstruction and airport taxiway projects. -- Reviewing bids for the Westside tennis court project. -- Authorizing the mayor to sign certification papers with the Federal Aviation Administration regarding through-the-fence access for aircraft at the city airport. -- Authorizing a temporary malt beverage license for Dakota State University's Aramark Dining Services. The commissioners have scheduled an executive session to discuss current or future municipal employee(s).
