Wednesday power outage hits Madison's south side

East River Electric customers from Madison to Parker were hit with varying lengths of power outages Wednesday afternoon when a transformer malfunctioned at one of the cooperative's substations.

According to Scott Parsley, the cooperative's assistant general manager of member services, the power outage occurred at 2:43 p.m. with the failure of one of two transformers at East River Electric Power Cooperative's Hanlon substation.

Parsley said the Hanlon substation -- located near Montrose -- operates as a supply substation, distributing power to other substations in the region.

Parsley reported that 4,500 customers had their electric power interrupted to homes and businesses. The substations affected by the outage are located at the Union Ave. power plant in Madison and near Chester, Orland, Humboldt and Parker. The City of Parker substation was also hit by the outage.

According to Parsley, some customers had their power restored by 2:46 p.m., and electrical power was restored in Madison by 3:01 p.m.

East River personnel determined that the power outage was caused by the failure of a bushing located on the top of the Hanlon substation transformer. The mechanical failure caused the transformer to shut down.

East River Electric personnel were able to bring service back online by shifting some of the electricity load to the second transformer at the Hanlon substation and shifting the remainder to other substations. The other substations are located at Arlington and south of Tea.

Parsley said East River's repair personnel are currently occupied with a project located in another part of South Dakota and will most likely start repair work next week. Until repairs are completed, the cooperative will continue diverting power to other substations so customers can have access to a steady supply of electricity.

According to City Electric Supervisor Dennis Poppen, only one of Madison's three substations was affected by the power outage. The Union Ave. substation mostly serves the south side of the city from the southwest city limits to the downtown area. Some other parts of Madison, such as the Lake County Courthouse and the Lakeview Tower apartments, also had their power interrupted.
