Hospital has property for new facility

The Madison Community Hospital has obtained the land it intends to use for a new facility on the south edge of Madison.

Ownership of the farm land was transferred from Ray and Marlys Schultz to the Madison Community Hospital in December. The transaction is included in the Real Estate Transfers submitted to the Daily Leader.

No provisions in the county zoning ordinance allow for the development of a hospital, and since this particular acreage is not presently in the city limits, officials have already said they will have to request annexation into the city limits.

City Engineer Chad Comes said the annexation process is governed by state statute (SDCL 9-4-1), which requires the hospital to present a petition requesting annexation into the city limits. From there, the city is required to pass a resolution accepting the property into the city limits. Comes said commissioners can also enter into an agreement with the developer that specifies the conditions under which the property can be annexed.

City Finance Officer Jennifer Eimers said the annexation petition has been filed with the city, but a date has not been set to take action on that petition.

Once the annexation has been completed, Comes said, hospital officials will be required to present a request to the city Planning Commission for a conditional use permit. The development of a hospital on city property falls under the city zoning requirements for a conditional use permit, which is solely decided on by the city Planning Commission.

In addition to the request for annexation and the conditional use process, Comes said, another step is a formal request to withdraw this property from the Sioux Valley Energy service area and add it to the city's territory.

Carrie Law, SVE's director of communications, said the request to remove property from Sioux Valley Energy's service territory typically comes from the municipality. According to state law (SDCL 49-34A-49 and 49-34A-50), municipalities are required to present an offer to purchase electric property within the annexed area. A percentage of the electric revenue the city receives is also paid to SVE for the next 11 years.

USDA Rural Development has already awarded a funding package for the multimillion-dollar hospital project. Officials have said the project is currently estimated at $33 million and will include attached facilities for both of Madison's clinics.

Once construction begins on the new hospital facility, it will take about 18 months to complete. Comes said it is his understanding that part of the development plan for the hospital property is an extension of Union Ave. south of the bypass.
